"Ministry of Changes" by Marissa K. Lingen -- Fantine works for the Ministry of Changes in the midst of war. Her job is in two parts: sorting "keys by shape and size" and cataloging "dreams into the appropriate files". What that means becomes more apparent to us when Fantine goes exploring in the Ministry.

She finds out that inventions and cures (taken from dreams) had been held back when they could have been useful. Fantine must decide what to do with them.

Interesting steampunky kind of story.
