"Thief of War" by Beth Bernobich -+- Arbija Ismaili has changed her appearance and changed her name to Irene Denk. She's become a new student at Duenne's University to take action against the Empire that her people fear will invade their country, Versterlant, in the frozen north.

Her plan is to steal the three magical jewels of the goddess Lir, the most powerful weapons of the Emperor. This had been first attempted by her sister, Lèna, who had failed and died. Now, Irene has registered as a student of philosophy and rational thought (she will also be learning magic) and even moved into a dwelling with two other girls, Nedda and Klera, faithful subjects of the Emperor. They are joined by Nedda's male cousin, Taavi, a student of architecture. There is another character of importance whom I will not name. It all comes together for a good story.
